Stupid question: I'm currently an AMEX cardholder and whenever I go to the prequal link, I see ads for the Delta Blue Skymiles card, the AMEX Gold, and the AMEX Platinum. I went expecting I might see the Green card, but it never shows up, and these three always do (last few months, anyway).
Are these prequal offers, or is there an explicit statement: "you are prequalified for the following cards," or something like that required for genuine prequal offers? For other issuers, I'm always told, " You are prequalified for X card".

Those are the ones they're pushing towards you. You can always click on any card you want to see if you're pre-approved. If it says "Expanding your membership is easy", you are not pre-approved. Obviously, if it says "theblackbluejay, you are pre-approved", it's as good as it's going to get.
When I click on your link, there's a "Browse All Cards" section towards the bottom where I can scroll through 18 of their cards. You can pick the one you're interested and click Apply Now (even if you're not applying). You usually get one of two messages, as Brian mentions in his post. You have the choice to continue with the application or not. That's how I know which cards I'm pre-approved for.
