AmEx questions - CLI? New card?

(At least) one more question...

Should I be okay doing this online? I was going to ask, then I just went to go see if the option was there. It's there, but I have to enter the 4-digit code from the front of the card, so I at least I need to wait until I have the card. But is the 3x just as successful with online requests vs. phone? 

Also, if I decide I want to apply for CE for the 0% BT, any recommendations on when to try/not try that? I'm waiting to see what DH's CL comes back on his new Discover first. Then is it just as okay to try now vs. waiting?

Same online vs. phone (phone is just a person typing it for you)  It's a SP and they'll counter if they can't do the full 3x

Thanks. THAT answer made me think...maybe I should try to get the EC card first because if there were one that I'd want the biggest CL on, it'd be the 0% BT one (if DH's Discover doesn't come back sizeable.)
