$500 approval doesn't sound that hard to get, even at $400 you may have to use 75% of the CLI for a pair of $150 chromebooks, so not the end of the world, just work on paying it down before you AP for anything else, you can even try calling or chatting with credit solutions for a CLI and see how that goes.
Sync does not recon. It could go either way approval/denial.. You really don't have that many new accounts reporting or TU inquires.. Your scores are what makes me question whether an approval would happen or not along with the other factors you mentioned.. Ultimately it is you call, but if I was to throw a dart at it I would say 600 CL.which might not be big enough to be useful.

Garden and let those accounts age is my best honest advise to you and your scores will start to go up and then you can revisit it towards the end of the year. That is my best advice to you.. You might be able to get approved for the amazon store card, but you have enough cards now if you use them responsibly you might be able to get better cards aka Discover/Freedom etc down the line.
I think you have a chance at the store card. If I were in your shoes I'd go for it. Synchrony was the first to give me a card when I first started rebuilding (a Walmart store card) so I say it's worth a try... go for it!
My scores were a bit higher than yours when I got approved. My starting CL was $600, I was able to get a CLI last week to $3000 which is what I asked for. Today I did another online chat, asked for $6000, got $5000 instead. I'm very happy with that.
I do order a TON from them. Not sure if that makes a difference or not.

Congratulations!!! And just an FYI, wait 4 months and then request CLIs on both Walmart and Amazon (Amazon may give an auto increase before then) but both are good at giving me CLIs every 4 months like clockwork! Target,, ugh, some have luck with CLIs with them, but I dont. The other 2 that denied you, just give your other cards 6 months to age and then try again.
