I tried to do a cli on my 3 month old amex. And they declined to give me more money and did a hardpull on me. **bleep**. Is that normal? I thought they soft pulled for this stuff.
Is this your only card with them?
There's no guarantee of a SP. Although SPs are more common, there are reports of HPs.
Not normal BUT Amex pulls your credit monthly and something changed that made them need to see a HP again. Did you utilization get higher over the last 3 months (>30%)?

How did you submit the CLI request, online, chat/agent? What was the current CL amount and how much did you request?
As far as the HP, where are you seeing this - what source?
My transunion got hit. Down 6pts.
I only have one credit card , its an amex, and its 3 months old.
I used the app and I just filled it out. I have $2k, I asked for $3k. The page errord out. I talked to chat, she said the system is down. Then I got an email today about the results of my request are available, click the link, etc... And credit karma emailed me about my transunion getting hit.

No, you can't get it removed. Sounds like the agent helping you submitted the CLI request for you. Typically when a lender does SPs, it should be done online only as involving a person has a higher chance of a HP.

@Tiberius800 just a suggestion but have you thought of freezing your accounts? Therefore no matter how you request a CLI in the future, you will be guaranteed not to incur a HP. I've done this for sometime now and never worry about a HP unless I allow it.
While Amex doing a HP isn't unheard of, I don't think I've ever heard of them doing a HP on anything but EX. Are you certain that HP came from Amex?
