We did some research on this button last summer, when it first appeared. It doesn't mean a CLI is guaranteed, or being offered, per my own experience, as well as from other posters.
A CLI denial because it hasn't been 90 or 181 days (depending on your last CLI situation) will not reset the CLI clock. A CLI denial for other reasons will.
