is amex system shut down now?? anyone knows the reason??
It's possible they're experiencing system issues. Have you tried different browser, or clearing cookies and history?
You can also request by phone, or chat.
Maybe system maintenance or something. I'd just give it a bit and try again.
I tried other way like over phone they told me to try it later but it was 4th times

At what what point/screen are you getting the error message? After the screen where you enter in your desired CL?
Might be easier to just call them at this point.

Just an FYI: That was happening to me while using Chrome (about 2 weeks ago). I tried on a different browser and it went through on the first try.

I had this in chrome, try edge. If that fails, try a private browsing window (Ctrl+Shift+N)
