Someone with more experience will chime in here, but there have been a few isolated incidences of posters getting CLI at activation. But the real consensus is to wait it out and request 3x your limit on day 61 after approval for better results.

It wont really matter if you activate the card or not, it will still go on your credit report. Activating it is mainly for security measure to confirm you received the card. As for the CLI request. You can attempt to request a increase in the line, some have had success doing it when they got the card right away. Others have gotten a denial saying too new of account or want to see how you handle the card.
So either way its a your mileage may vary sort of deal. It should be a soft pull when requesting a larger line, if denied, just wait the 61 days and ask again. Without knowing a whole lot of information about your credit profile, no one would really know why you got a 1k starting line besides the Amex computer. Credit lines are usually based on creditworthiness.

You need to give us more information. The 61 days does not apply any longer. Any approval for a CLI is going to be based on your credit file. If you give details like scores, any baddies, etc, then we can give you a better idea whether to try now or wait.

No need to wait 61 days, just until you recieve your card then you can put in the request online
Your credit profile has to support an early CLI or it will just be a waste and have to wait another 90 days.. I learned this the hard way, my experian was any thing but strong when I did an early one and of course denied.. IMO if you are in the high 600's wait the 61 days so AMEX gets some feeling for you and you "might" have a better shot at getting approved.. After I showed them more useage I got approved on my next request after the 90 days past. YMMV as always, just my 2 cents.
You can ask for an initail CLI any time after you get approved. Whether you get approved or not is a whole different story.
