So your three cards are already over $25k.

If you ask me, that is the main reason for the denial; you are already at the "easy limit" of $25k.

What is your annual income?

(you could try doing a CLD on the ED, and see if that allows a 4th card, just for science of course)

Amex do that? Well they sure annoyed me, so i will just max out the grocery cap on my ED and then SD them. Total Amex CLI is half of my total cli from chase, and 6k less than citi, so i dont think i reach their max internal limit yet. My income ~120k,their denial reason is too many inqs(3 within 6 months), balance on amex accounts too high, 2k balance, ratio of debt to avail limit too high<==35% at2 months prior to app, then 15% at 1 month prior, this is the 1 they used for recon's denial

Are those Reasons from the Reasons Letter, or someone at AMEX told you those? I looked through a PDF of the available Reasons, and there is nothing like "you've reached our internal Easy Limit before we ask you for other documentation". They have to put SOMETHING on the reasons letter, so it is quite common to get headscratcher Reasons.
