They aren't tying to collect, they are just saying thanks but no thanks we don't want to give you another card. If your statement is correct then I should file a complaint with the CFPB because Chase will not give me another card after I burned them in a bk7. Its their business their rules I figure as they dont want to do business with me same as Amex doesnt want to do business with the OP. No laws against that
As OP clearly stated they are not trying to collect a debt . And most creditors can and will deny if you had a past negative with them .Whether it was a old debt that is not legally collectible , returned payments etc . If that was the truly the case then all these banks would be guilty of that 🙄

It's not complicated, Amex can't legally make you pay or punish you in any way except denying you one of their cards simply because you still owe them.
At one time Amex practically had a lifetime ban regardless of the current credit status. Believe it or not there are some who want a card with the Amex logo even with a sub prime bank.

No they are not required to loan you money young is... delusional on this. Further they can try to collect forever, the only thing they can't do on debt passed the SOL is sue you and try to keep it on your credit reports beyond the drop off date.
A lot of great points here. I think many people sometimes lose site of the fact that being granted credit isn't a right any of us have, it's a privilege extended by lenders and credit card companies. One which they can also cancel, or rescind at any time they see fit as is in every cardmember agreement out there.

Well said @JoeRockhead that is spot on.
I had the same message with them, then it dawned on my my reports were frozen. Once I thawed them I got immediate approval.
They never told me they couldnt get my reports due to a freeze
Amex will approve literally anyone who hasn't burned them lol. I know many people who have been approved with scores in the 640 range. Amex is not the end all be all like everyone thinks 🤪. I'm personally more impressed with Discover
