I'm closing on my house in under 30 days and I'm strategizing my next set of cards. Currently I have 10 cards (2 citi card which I don't like them because they LOVE to decrease my balance randomly and screw up my utilization. A target card with a $450 limit. A credit union card that I don't use.A discover card I hung into after a balance transfer some years ago, Amazon store card, PayPal MC and PayPal credit, a Truist card with no perks and holding my only balance of $5500, and an Apple Card which I use quite a bit but mostly at the gas station and vending machine at work)
id like to freshen up my credit profile with a few cards: I've always wanted an AMEX card so id like to apply to the blue everyday card (the one with no annual fee) for everyday stuff, a Wells Fargo for the 21 month balance transfer. A brandsmart (synchrony ) card for a tv with special financing terms and a Lowe's card to fund some upgrades to the house (new fence, and a few fixtures) right now my lowest score (Experian) sits at a 730. And outside the lending company my last inquiry was 5/22 and I currently have 3 inquiries on my report within the last 2 years.
my question is how should I move forward with applying for the formentioned cards?
What's your total utilization, as well as your per card utilization? Any baddies? Why does CITI keep CLDing you? I'm sure others chiming in will have those questions.

My total utilization is under 20% right now. And I had a $7k limit on the card with a balance transfer of $4000 on it, I asked for a cli and was denied and then they proceeded to knock my limit to $1 over the balance. Knocked my score under 700 till I paid it down. I don't want to deal with them anymore. Currently I only have one card with a balance (Truist $5500 balance/ $6500 limit)and that's the card I want to transfer the balance. no baddies on my report either.

Depending on how much your credit limit is with Discover, I would call them and see about doing a balance transfer and possibly a CLI. It would be ideal if you could get your balance at Truist under 28.9%. If your credit limit isn't high enough, I would transfer whatever you could to make the util on the lower side for both cards. Right now, you have 85% util on your Truist card. You could possibly see quite a bit of an increase in points if you get util down. You might be in a better position to get some of the cards that you want that way. GL.

I think what he was getting at was the general industry maxim of "The less you seem to need credit, the easier it is to get."
Although you only carry a balance on one card, it is at a very high utilization percentage. That can be a setback with your planned app spree. You would want your utilization to report under 30% to prevent issuers/lenders from getting nervous, and, ideally, at or below 9% to have the best effect on your scores/profile.
Your original question asked about how to best be able to secure all of the goal cards you wanted. That was what @RealEstateGuy89 responded to. I can see why shelling out BT fees more than once would not seem ideal to you, but if the priority for you is getting approved for all of those cards, I strongly suggest that you address that high utilization, as that, alone, can be enough reason for a denial, especially now, during our current climate of economic uncertainty, inflation, and rising interest rates. The high utilization will make you look like more of a credit risk. This is not to say you would definitely not get approved, but you would likely not get the optimum terms (APR, starting CL). This is only compounded when you factor in the multiple HPs in a short period of time that you would need to be able to get all of these cards. It could be perceived as heavy credit-seeking with a high-utilization debt that the consumer is struggling to pay down, and subsequently cause lenders to draw the purse strings closed.
