From everything that I studied on this forum, you may be on the borderline with each one along with lower CL if approved?  Chase would approve you, but you'll get hit on the CL I believe.  Amex, I think that the 40+ utilization is a deal breaker for them?  If your EX fico is 690s you are good in that regards, but the utilizations may put you in the 2-4k CL category?  

 

Any way that you could get your utilization below 30% and then app?  My honest and best advice is for you to garden if you can?  Six months of not using your cards and lowering your utilization will put you in the drivers' seat in regards to applying.    

 

The main problem I had when I first came on this board is that I wanted to "be like everyone else" and have the cards that everyone were discussing.  At one point, I was sitting on a EX fico 697 score.  I could've app'd and been approved for the Amex ED and probably have gotten a $1k CL, higher interest or risk of a denial.  My utilization was still showing at 47%.  But, I was just waiting to after the 25th of this month to have Credit One report 0 balance and boost my EX score.  On like 3 occasions, I had to stop myself from hitting the submit button!! And I waited.  Now, I have the ED, PRG and Chase Freedom.  MyFico is a great site if you don't look everyone else and push yourself too quickly.  JMHO
