Same happened to me. I requested a CLI about 6 months ago, and got a $1K increase. Utilization was somewhere between 35-50%. I transferred the balance to another card about 4 months later (and paid it off) and then asked for a CLI. $4.5K.
Nothing changed other than my utilization.
