They may just report it anyway and it will just show closed. There's nothing stopping them from doing so and it would be accurate reporting. I'm not getting rid of mine, I am just going to be mindful when I use it much like I am when I use my DCU card (reports last day of the month like US Bank).
I got initially approved for 10k last year. I requested a CLI in Jan and got 500 - I didn't use my card much. I've only put a total of about 500 since January. Did a CLI earlier today and now I'm at 12.5 K.
im confused as to how this card treats CLIs.

They may be evolving. This was Goldman Sach's first credit card offering even though they are a very old* and huge* bank. (*151 years, founded in 1869 and the 14th largest in US in asset size in 2019.)
Initially, their SLs were very conservative relative to overall profile per dozens of data points reported on My Fico. And initially, it seemed that only heavy spend (about 30% or more of CL spent over a few months) was what it was taking to get an increase. Lately, I've see a few reports like yours of small increases even without heavy spend so maybe they are loosening up as they learn the credit game.

























Hi! I'm a newbie and just got my first CLI, so I wanted to contribute my DPs.
Approved January 2020 with a $1000 SL, always PIF. Monthly spend:
January - $1000 (purchased a new MBP, the rest was put on a different card)
Feburary - $990.36 (requested CLI one month after being approved and was denied)
March - $933.49
April - $1200.60 (financed new iPhone through the card's monthly installments which increased utilization on the card)
May - $417.68
I messaged CS and after waiting 30 minutes to be connected to Goldman Sachs, I just called and spoke to someone on the phone. The CSR said I should hear something in 3-5 days (although I knew people had been receiving the approval/denial email within minutes) and hung up. An hour later, still no email, but I checked Apple Wallet and saw credit limit was increased to $2000.

That may be the heaviest spend (relative to percentage of credit limit used) that I've seen and Goldman Sachs rewarded you well for it with a 100% increase! Congrats. I still think they may be 'evolving' in terms of how much spend they require for CLI but it looks like that still does the trick to get their attention!

I had SL of $4000, which was pretty high given my credit history then. Have run up the balance a few times but paid it all off. Requested a CLI today and got denied for "haven't paid all or a significant portion of your Apple Card monthly balances" even with no balance. Does anybody know when i’m able to request again?

With most lenders, if you get denied you can ask again without a waiting period but there's really no use in doing it too quickly since little has probably changed. I usually wait at least 30 days. The minimum waiting periods apply moreso after you've been approved for an increase before they will consider an additional increase.
