No, it does not mean you are rejected. What does the automated message say when you call and what are your scores? Do you have any Chase cards now? Chase relies heavily on their internal scores.
I don't have any Chase cards right now. I do have Chase checking and Savings account. The automated system says 7-10 but I literally applied less than an hour ago.

What are your scores and how does your credit look like? What other cards do you have?
720 mid FICO - have Nasa (8k limit) PenFed (7500 limit) Discover (10K limit) Citi (6500 limit) Cap 1 (10k limit)
A few lates from over 2 years ago with Student loans but nothing bad since then

Ok. Since you bank with them, go in and talk to a banker. They can immediately find out what the status is by calling lending and speed up the approval process. That is your best chance of getting approved.
Update with results once you go in.
