I used to have an AmEx Blue card back in ~2006-2009. However in college I made a lot of stupid decisions, racked up the balance and couldn't pay it off. I included it in a Debt Management Plan after graduating and have since paid it off. The payoff was completed approximately three years ago through the DMP. As a result of being included in the DMP, AmEx closed the account as expected.
I also currently now have an AmEx Corporate card issued to me through my company. The amount charged on my corporate card gets paid automatically by my employer through me submitting expense reports, however sometimes my company processes expense reports a little late and pays the balance 7-8 days late (never later than that).
My questions are this..
(1) How much, if any, would the inclusion of my past personal AmEx Blue card in a debt management plan affect my ability to apply for a new AmEx? Has anyone had similar experience?
(2) Even though my corporate card is through my company, could it-- in any way-- affect my ability to apply for a personal card? The card is linked to my SSN, although it does NOT report to the credit bureaus, and does have my name on it.

Did you try their pre-quals on their website? I would try that first and see if any offers pop up for you.
I did check for prequalified offers on their site and got no results. Not sure how definitive that is or how accurate prequals really are?
There is a pretty good chance that if you owe them any money, they will not touch you until the old debt to them is paid in full.
The Corporate card has no effect on you, it's your Company's card and credit.
Then ED card is their low entry card so you may be approved with 1k but it can grow rather quickly.
