I would just wait to see what happens with the review of the green card
you could just apply, but that might delay/mess up the review of the green card, and if it was declined, you could call to potentially have the denial overturned after the approval of the green card, but I would just wait
you could always apply after recieving news of the green card approval, but prior to you accepting the approval, to see if you can accept both cards at the same time
You will most likely not even be able to apply for the second card with an application pending. I had a situation where I applied for BCE but didn't actually accept. My phone lost connection before I could hit the "cancel my application" button, so I just left the webpage and didn't think about it. A few days later I tried to apply for the Hilton card and I got a message like "you have an open AmEx card application and can't apply for another card". I had to wait the 30 days before the application timed out. I'm sure I could have called customer support, but it wasn't that important to me.
