This is true.
They are more INQ sensitive than anything else. Maybe apply for the Apple rewards card if concerned.

I paid off two collections and was approved by Barclay a month after that with a 697 FICO. $3k Arrival Plus and $2k Apple Rewards.

My Apple rewards card was opened with a 6 year old CO as well and a score of 603 at the time. I can't speak for their other cards as I had a Upromise (no longer have it) I apped for when my file became clean.
They didn't approve me till I was clean. Ymmv of course.

How old were your collections when you paid them. Did your score go up after you paid them off?

my collections were from 2011 & 2012 and my FICO went up from 647 to 697
