Applying for second card, how long before trying for Citi Double Cash?

First post, be gentle. I'm a new college grad in my first year in the working world, after being cash-only with only a car loan previously a parent suggested I try for a Marriott Rewards card based on my travel habits. Well, obviously, I didn't get that one. I spent a month or two researching how it all really worked, eventually stumbling onto the REI Mastercard because I'm an avid hiker and camper. Paid the twenty dollars to join the co-op, and after a tense month got my first card with an entry level 1,000 dollar limit. The included paperwork said my credit score was a 680, but the online report that US Bank offers said I was a 704 as of September 16th. Tomorrow will be the first day that my credit is ever reported to a bureau, and I've paid it down to be around 2-3% credit utilization to aim for the ideal score impact. I'm using the card solely for the measly rewards it offers, no balance is carried and things are usually paid off within a day.

Tho and behold, Capital One Quicksilver keeps sending me pre-approved notices in the mail before I even get the first card. Doing some research, the Citi Double Cash offers that additional .5%. I know other cards offer rotating 5% bonuses but that doesn't fit into my lifestyle, I'm preferring a flat rate cash back. On a whim I tried the Citi pre-approval website which claims I qualify for the Double Cash, but I'm a realist and know it may take up to six months before I can qualify for any healthy odds. I've been advised to wait three months by a credit-savy relative, but other columns recommend a six month stretch. How long should I realistically itch and wait before trying for this second card knowing that I have the two inquiries in the last few months?

if you are getting "Congrats" from citi that is usually a solid offer and you can go for it... if you are getting "we suggest" that's not an offer

Capital one has been very generous lately and you could use a couple more cards even if you don't really use them (id take the quicksilver offer) it's great if you use Uber, as they are giving you 20% back on all Uber charges to Quicksilver!!!!

I would check chase for pre-qual and once you have a freedom offer grab that, if you have a csp offer then you know you are open for any chase card they offer (including marriott!)

The Citi phrasing is simply, "You are pre-approved." Only for Double Cash, no other cards offered. Does that sound firmer than usual or is that a generic suggestion?

Looks like it's only variable at 22.99%.

so that means solid offer then.

they are pretty good about APR reductions, I wouldn't worry about it.

Everyone is telling you 3-6 months, but that's if you have no credit history, and no FICO scores. You have a car loan in your past, so you have both.

App the Double Cash if you feel it meets your needs. Citi isn't known for generous starting limits on this card, so don't expect more than $1,000 - $2,000.

Have you did a pre-qual on Cap One site? See if the Venture pops up. They have been giving big limits and seems like a great travel card. I'm not an expert here.

I know you mentioned you don't want a rotating category card, but Discover loves thin clean profiles like yours. You really need to round out your profile anyway, so I would jump on the Double Cash and then add the Discover. You might even consider one of the Amex revolvers, they also like clean and thin.
