I'll keeep it someple. Already have the Surpass, and not loving it anymore. Instead of dwngrading right away, wanted to pick up the HH and the SUB, then downrgade the Surpass. After various attempts incognito or using referral links, I'm clearly in pop-up jail. Attempted from my account in browser, and got the image posted below. There's no button to continue the process!
Thoughts?

I don't know what you mean by "pop up jail". The images you posted do not relate to what we call Amex pop up jail. Amex pop up jail has to do with being told that you can apply for a particular card but will not be eligible for the signup bonus.
What you're seeing must just be a glitch of some kind.
I have never had a problem finding the ability to apply for other Amex cards on the site.
My recommendation is that you just restart the browser, go to the Amex site, look for the travel credit cards, and apply for the HH.

I've tried applying from both the mobile app and web, and have gotten the "...No SUB for you, do you want to continue?" pop-up when applying for this card.
The pic linked above was what I was presented with when logged in on the web, after applying the second time. I Actually have tried in both an incognito window and regular browser window, on different machines. I guess I should have been more detailed.

Then I guess you are in pop up jail, so I don't think you can get the SUB on the Honors card.
