I would encourage any others who have experienced this same type of situation with BBVA submit the same type complaint to the CFPB, if there is the same response this will build a case its not coincidence if others are experiencing the same 'fraud".

BBB is highly underestimated in exactly these types of situations.
It certainly doesn't hurt to file a complaint with the BBB. Although I tend to believe the BBB sides with the business more than the consumer as these busiensses pay to be part of the BBB.

I definitely wouldn't give up here. It's a matter of principle. You took the inq. Now in my case (I was stupid and took 3) before I got in with CFPB. It would seem to me that if you verified that you actually submitted the application and was not a victim of fraud, they must process the application. Otherwise, they haven't made credit equally available. Check your state's laws and maybe give your state's AG a call.
Although the BBB is good place. for sure does not carry the weight of the CFPB. After that complaint i would submit another application and try again. no way could they say that. This is exactly why i never went for the card. After reading stories of people getting letters after approval and card in hand that their accounts were shut down for no appearant reason. other than BBVA over extended themselves.

I'd also suggest to others when filing your complaint to the CFPB to state in your comments that they BBVA will claim it is an issue of 'fraud' that way you will get in your remarks prior to their generic response.
