Yes, although you will still get language pop up warning that they may perform a HP.
There were a few sporadic reports here of hard pulls being made in the first few months after BoA switched to soft pulls in May 2018 but it's been a long time since I've seen anyone report one.

7/8/20 I asked BOFA to take off my annual fee they said the system is not allowing them to do or the card will get close off.
A snippet, I got the platinum cash rewards as a secured card Feb 2019 $99 deposit for $500. March 1 2020 I had to call to make my card unsecured manually which I got instantly. I tried to get my annual fee off rep said to call back July/Aug so they can remove it since I now got unsecured. Not even an auto CLI though. I asked for an CLI but got turned down. Called Recon still got turned down. I'm using my credit good sometimes its more than other times, but I'm still good with my credit & my scores have increased quite good. I just waited it out fwd to this week.
As I was saying in the first paragraph. Rep said the only way to upgrade for no fee card is by applying for the visa rewards signature. I told her I was not trying to apply & get a hard inquiry. Why can't they just swap the card. Anyway I decided to go for it since i haven't applied for any card in a while. She said wait 2hrs then check status. DENIED when I called they said is bc I have another card with them. I told them I was just trying to product change without applying for a new. Also said it's BS bc ppl have more than one BOFA cards. He said everyone has different profiles. I said I know that but yall taking off the annual fee for some & not others. It doesn't matter about profiles if BOFA take the fee off do it for all. I told him I know ppl including family & friends with same card and fee was permanently removed.
7/9/20 called & explained what happened. now I have a hard inquiry for nothing. I asked why the other rep didn't just switched the card & closed the other one. He said he didn't see fee on my account I told him bc they took it Feb its an yearly charge. He said ok bc the system only goes back 3 months. He said try CLI I said no I just got hard inquiry day before. He said it will be SP. He asked how much I wasn't sure so he suggested $1,500. I got the 3-5 days msg. Whatever happens- happens. I have a good banking relationship with them for 10yrs as well I kept bringing that up, with money in the bank all they could offer is measly $500 card. I am waiting on the letter then I'll call the Recon to see if they will move the credit over to visa signature.
Fyi-BOFA pulled EX but usesTU for their monthly score updates for customers. Banks need to pull the credit bureau they're using.

Wow. That was a bit of an adventure.
The rep was correct in that your CLI request should be a SP and they did have a history of re-using hard pulls for multiple requests anyway before they transitioned to a SP-based CLI request system.
The manual review of your request won't happen at least until Monday and may be longer depending upon their backlog so don't read anything into the deferral including your odds of approval.
It really was. Thank you. Yeah am optimistic about it, was a SP. Right now I have 11 inquires BOFA made it 12 on Thursday. 4 of them will drop off by end of the year, and another 3 by Feb/March 2021. If anything I'll wait until early next year.

You still having a hyperlink showing the day after a CLI request is unusual even over a weekend (IME that isn't the case) but that isn't a key point. It could be tied to yesterday being a celebrated holiday and today both being the actual holiday and on a Saturday. I'd really be surprised if it were still there on Monday morning.
Regardeless, BoA performs manual reviews during weekday business hours. Submitting another CLI request this weekend would be counterproductive.
There may be a decision made as soon as late Monday morning EDT but it could take until later in the week. If you're approved regardless for the full amount or via a counteroffer you will get an email and the updated CL will be visible in your online account within minutes.
At this point I would recommend you just sit tight and let things play out.
Update on my CLI request for Card 2: Denial letter arrived in the mail. It was dated 7/3, which means it was system-generated and no human review occured. Not complaining, just observing. It lists four reasons for the denial:
Points 2-4 seem a little exaggerated as reasons to deny a CLI. They didn't stop BofA from giving me a $5k CLI on Card 1 the day before. Seems like reason 1 is the real reason, and it's totally legit in light of their published policy of 1 CLI per card every 6 months. The weird thing is, the hyperlink to request a CLI is still present on this card. It feels like I'm in some sort of gray area. Maybe if everything else about my profile was spotless, I could get a CLI on this card at the 4.5 month point, and that's why the link appears. But when I click it and they look closer, the algorithm decides I actually pose enough risk that they will make me wait longer. Maybe 6 months, maybe less. Who knows?
Also interesting is what they did not say. This card has a $25k CL, and I have spent less than $200 on it in the past 12 months. It actually has a few cents' worth of credit balance at the moment. So clearly I don't need a larger CL, but neither of those facts were mentioned in the denial letter. I recognize that letters like these often don't tell the truth or the whole truth, but I can't think of why they would hide their desire for more spend if that's what they want.
It's so interesting trying to figure out the secret rulebooks various lenders play by. The non-crazy thing to do is to wait until 6 months passes since my last CLI, but I'm super tempted to keep trying the luv button every week while it's there.
