I've got a Cash Rewards card. To see the link to request a CLI, I click the View/Redeem link on the main page of the Accounts tab (default or home page).
Clicking that link navigates me to another page that lists my rewards and also includes a table with my total credit line, available credit and a link to request a CLI.

I just logged into the account today and no link yet. Who knows when it might appear?
Appearance/non-appearance of the link doesn't indicate eligibility of CLI. There are DPs of CLIs being granted over the phone even when no link appears.
Very true, I do not expect them to open up the flood gates
