I'm actually going through the same process right now. I called BOA last week to get my Platinum Visa converted to a Signature. The CSR also told me they had to put it in as an application and I'd receive a determination letter in 7-10 days then the card in 2-4 weeks. He also told me my account numbers may change and I would possibly lose the rewards. I was confused about the term "application" too but I just think that's semantics. You're almost always guaranteed to get "approved" so long as you're over $5k.
Sure enough about a week later I received a cryptic letter stating only: "your service inquiry has been resolved." Still waiting on the update to my login page and the card itself. I haven't yet cashed out the rewards. I kind of was surprised when he told me I'd get a letter approving or declining my request because I thought it was a sure thing. I think it is as I've said but I pressed him on that. I was reluctant to cash out my rewards for something that wasn't a definite but I think it almost always is. Let me know if you went ahead and if you received the same letter.
