You might think they are lower tier cards but Comenity's Sportsman's Guide Visa and Total Rewards are the best I have ever seen for balance transfers.

 

It's not a one time offer.  Not a first 15 month thing and then the cards become useless.  They send you BT offers more than once a year.

 

$0 fees.  0% interest for 18 months.  I keep them specifically for this...and the 4 month and one day soft pull CLIs.
