Yes, the same 25/50/75% bonus levels and their related PR status thresholds apply to point earnings. There is also a 20% reduction in points needed if they are being redeemed against airfare through the BoA travel portal.
Insofar as the card not being actively marketed it seems like BoA has been somewhat focused on just offering it as a viable-enough alternative to other Visa Infinite cards like the CSR to existing high-value clients to retain their business in-house.

do you see this being more beneficial over the black PR card from them? i recently haven't got any inquries since i applied for cards at BOA which is odd, is it worth pulling the trigger?
