Perhaps it it was the BT that ultimately triggered their decision. Considering she burned them in the past, but now wants a second chance. Only to move existing debt to them isn't quite what they had in mind. To them it says nothing has changed, and that they have no intention of being burnt twice.
FYI BT's can take up to 30 days as stated in the fine print, which is why they tell you to continue paying your bill. There are instances of it happening sooner, all dependant upon the issuer. YMMV here. When I BT'd to the BBP it took almost 3.5 weeks to clear, while Discover for instance is almost immediate. If deposited into your Bank. I would never try this with only 2 weeks till you bill is due, if you're unable to make said payment.

Will do a bal transfer with Cap one at 2% transfer fee for 12 months. That will give her time to bring the bal down.
You could always try to apply for a local credit union credit card for a lower APR. I know my local CU doesn't do a balance transfer fee.
