If they are telling you they want to see more payments on accounts and more time away from lates, I'd take that seriously and at face value.
You also mentioned you have a lot of inquiries and new accounts and Barclay's does not like those either. I don't see a lot to recon with, honestly. I'd wait the 6 months as they are telling you and try again.
Your basing it on your family members Score. But a recent late is even worst. January was just 6 months ago. That is way too recent in the credit world. Of course recon. But It does not look good. Congrats to family member. each of us is different family or not. So your profile is different.Do they have anything recent? within the last 2 years?

They don't like any of those things. Now, if you had a stronger credit score, I'd say you had some bargaining chips to recon with. As it is, I don't see anything to recon with.
