I can certainly vouch for the recon approach.  I wanted to transfer a couple of balances taking advantage of my Barclaycard Rewards 1% fee with 15 months 0%APR.  My credit limit was $5,000 and I decided to use the CLI button to try and double the limit so the utilization would be better after the balance transfer.  No approval, letter in the mail.  But no HP either.  I tried the recon number listed above and explained what I was trying to do and even fessed up that I had a couple of new accounts and recent inquiries (I'm a sucker for signup bonuses—well, you all know how that goes) and worried that a HP might do more harm than good.  The rep was extremely well-informed and nice.  He confirmed that  HP had not been done when I tried online.  He explained to me options for moving credit from my CashForward card to my Rewards card if I didn't want a HP, but in order to actually review the request, he would have to pull it.  I consented, and after a few moments, he came back and asked me several questions regarding the new accounts such as why I had opened them—I was honest and told him sign-up bonus for one, car repair at 0% APR for the other.  He asked how much I spent on credit cards monthly, how much I typically paid toward my credit cards monthly and a rough idea of how much I would be paying on the Barclay Rewards card if they were to approve the increase and I did the balance transfer.  CLI to $10,000.  BOOM.  I love it when they say "YES"
