Unfortunately, no one here can really say. Pure speculation at best, especially since you didn't provide any details about your profile or other information.

Re: Between Wings and First Tech FCU - which will have higher CL?

My personal experience with Wings is that they are very relationship based and 'stingy' by the forum's standards. Another thing that annoyed me is everything is also an HP with them: joining, apping, CLIs, etc. First Tech seems to be more generous with SLs from the posts I've seen.

As another poster said, we can't say for sure who will give you a higher SL, but it is my opinion that you might have a better chance with First Tech.

My experience with FTCU is that they are very conservative. $5k initial CL for 10 years, they approved a 2nd card with $5k after 5 years but won't combine them.

I've got $50k + CLs with BA, Amex, Citi, Chase... even larger CLs with TD, Discover, USB, Sync, and Comenity.

I am a current Wings member, I live in Minnesota where they're based and got a $1000 limit with them and they eventually auto increased it to $2000 at some point. That was all long before my Chapter 7 BK so I obviously no longer have the card anymore. I never recall having a hard pull to join Wings, but I joined back in 2017 IIRC which was 5 years ago.

I'm a former First Tech member but never had a card with them. No clue how they are but from what I've read on these forums they're definitely conservaitve.
