Seems odd since I applied back in April and got, "we ain't got much to offer except a $99/500 quasi-secured card". This time it says we're reviewing you app and we'll snailmail you in 7-10(?) days.
Maybe they'll dispense with the $99 this time and give me a $401 SL?
My Ex is 700-730 depending on version BUT, got a boatload of INQs and new accts.
You could contact their UW/credit analyst unit tomorrow to find out. The message could yield a decline or approval.
CSR was very terse, "still under review, you'll receive a letter in 10 days"! and hung up.

I guess I'm "on the fence" since they didn't automatically offer me the $99/500? As much as I'd like to slip in the BofA door, I'm NOT interested in a $500 CL

This is what happened to me. 7-10 day and denied, but right after that they sent the 99/500 offer. I took it because I did my research for getting my first card after not having credit cards for years.
The AF was waived and it's a cashback rewards card so I use it a lot for groceries and gas (2% and 3%). Unlike other cards, I can go to any grocery store. My 7th statement cut and I noticed that on the 6th month the "request credit limit increase" link showed up! Before I didn't have any links for this option. I know many have had wonderful success with 9 months graduating to unsecure and their 99 refunded. Since I am in the middle of mortgage process I am not requesting credit limit increase because it is a hard pull. Also, they were the reason for my credit scores going up and for Chase/CapOne prequal. They were the door to not needing to rely on crappy offiers and my scores have gone up significantly since getting this card!

Although I don't disagree with your assessment, out situations are different, I already have 6 major cards over $10K CL and 8-10 over $5K, including Barclays and Chase. I'd like to develop a relationship with BofA, Citi will have to wait since they're very INQ senstive.
