With Discover, never ask "why". They don't know why. They are pretty random and unpredictable with CLI's. There are countless theories on how Discover decides on CLI requests but my theory works for me: there is a room full of monkeys playing with keyboards, and that's where the decision is made. Just keep pulling the luv button every month, and your limit will grow. It might grow slowly or it might grow quickly. But it will grow. Some folks get $300 CLI's, some get $4000 CLI's, but no one knows why.
