CLI Softpull Question

I had recently gotten in over my head with utilization. Had an illness last summer and had to rely heavily on my credit cards to offset time lost from work. I was at about 97% spread out over 12 cards. To top it off, my car died and the repairs to get it back running would have cost more than the value of the car. I purchased a new car last month with a super high interest rate. A reliable car was a necessity, one with a great warranty. I live in the Atlanta area and commute about 2 1/2 hours a day. I need to get into a better position to refi as soon as possible.

I used my tax refund to pay down my utilization to 45% across all lines. Yes, I know it's not great, but it is an improvement. I paid off a few small ones in full and the remaining are all at about 50% or less. I am waiting for the updated balances to post and hope that I will see somewhat of an improvement in my scores. I was considering requesting a few cli's on my current cards once the balances post. My question is will the CLI's result in soft pulls or hard pulls? For instance, NFCU, if I get the 3-5 day message after requesting, will that mean they're going to manually review and cause an inquiry? I don't need anymore inquiries on my reports.

Cards I'm considering asking for CLI's - NFCU, VS, Walmart, CareCredit & Macy's
