CLI questions?

Do the CLI questions actually get taken into account?  I recently received a promotion so used that added income in the "Annual Income" and I went froma $3600 CL to a $6100 with my CITI Costco.  Did this play a role or was a just perhaps due for a CLI?

Yes, they factor into your DTI ratio (debt to income) but who knows what internal system the various companies use to factor this into your limit. It sounds like you were due for a CLI.
