CSP - UR can be redeemed for cash, but it's not the best.. usually transferring to a travel partner will net the most cents per point. Otherwise UR = $0.01 per point.
The issue with internal limits is largely based on your income (which is no problem) and of course your spending habits.
3.) Always best with CSP to app due to the sign on bonus PC will forfeit the bonus. But if your AAoA can't take the hit due to a huge purchase soon then obviously you'll need to weigh the pros/cons to that app.

+1^ what Kenny said... I see a 28kish approval for your CSP imo. You should be good to go, please let us know the outcome! I would say your Chase internal limit >75k.. So you have barely touched it.. It is deffinetly based on history/income and report.. All which you are golden on!

Agreed. They should get a decent limit based on a snapshot of credit portfolio provided...
