You have nothing to lose since they already denied you, but if the reason was lack of credit history I am not sure you'll have much of an argument. They are pretty careful with young credit files as far as I've seen on the boards.

Nothing to lose there either, Amex CLI request is a soft pull.

My only firm advice to you is to be patient. With a young file that is the best thing you can do, after keeping utilization near 0.

Chase recon can result in another HP, and will result in the same answer of no - I guarantee it. 

 

If you're at 62 days on your Amex, then yes, go ahead and request a 3x CLI to $3,600. Let it be known though: $500 - $2K Amex starting limits are known to stay at those limits for several months or even several years for some poeple. Amex likes thin, new files, but they don't open the floodgates immediately.
