When I was approved for CSP I only had a year of history, it was a short but clean file.
It probably helps to have another $5K+ CL to show that you can handle it properly. CSP is a hard one with an already conservative lender.
When approved, I had just over a year of credit history, income ~40k, a Freedom that was a few months old at 5k+, a FICO around 660 (two medical collections) and a banking relationship with Chase. There are many factors that go into it, it seems. With my profile Captial One gave me a 10k QS prior to my application for CSP. Prior to that my only card was a store card with a 900 limit. Credit is a weird beast that is never the same for each person.
I applied for my Chase Freedom in August with 10 months of limited history. I had cap 1 qs1, Victoria Secret and overstock - total credit was $6.7k. Chase approved me for $10k and 12.99% apr. Before I applied, I checked the pre-qualifier and saw CSP, freedom and slate. I have seen others with limited history post approvals. My scores were similar to yours and my utilization was minimal. Hang in there. It shouldn't be too much longer.

Yeah, I forgot the banking relationship. That might be what gets you in the door at a lower score than someone who's not banking with Chase, depending on assets and such.

Yet the young front desk person at DW's dentist told me the other day she has the CSP card. I paid with mine and got an instant text on my iPhone, so she was wondering if she could too. Maybe one day she and I will get a chance to discuss credit, lol.
I have 7 months total of credit, i got a chase freedom a couple months ago with a crappy 500.00 cl, since then though i have amex, discover, amazon, and already had cap 1, i applied for csp 2 weeks ago, went through verification and 7500 cl, i find it humorous they give me a freedom with 500 and a csp with 7500, but whatever. I have banked with chase for 8+ years though, might be the key, but my history is shorter then your's is. I also never got a pre qualify for the csp, just cold apped and approved.
