I am due for a CLI with USAA and a CLI requesting a CLI is a HP. I am also tempted for their USAA Rate Advantage Visa or possibly any other BT card outside Barclays, BoA, Cap1 and Citi.
What would be the best strategy here?

Utili on USAA card 40% since it has a promotion until May 2025.

If I'm understanding this correctly I would app for the new USAA card first then freeze my reports and see if they reuse the same hard pull for the cli on the existing card
If your eligible for USAA then you'd probably be eligible for navy fed too
their cards aren't 0% on bts they're .99 or 1.99%. But they have no bt fees.
Good point, 1.99% is a lot better than the 3-5% fee most 0% cards charge.

I am a "member in a pergatory" as I have burned them for15k. That is not an option.

Wrong card: Autograph offers 12 months 0% on purchases with no special BT offer. I believe you're thinking of their Reflect card.
@OP: I see 8 Inquiries but we all know that doesn't necessarily equal 8 accounts - if you're under 5/24 in new accounts, Chase has 18 months 0% on purchases & BTs on their Slate Edge. It has no rewards but there are CLI & rate reduction offers and you could always PC it to one of the Freedoms when your BT offer ends.
