Can HPs happen

If all 3 CRs are frozen and I app for CLIs with US Bank/Chase and others that are known to HP.

Give it a try. One certain denial for CRAs being frozen (Chase wont play that game with you).
If you're eligible for SP from USB based on previous account review, maybe. Otherwise, they wont play this game either.

@Anonymous, as echoed above, if you are willing to play the "frozen" games, then temper your expectations, especially with Chase or other lenders who are known to HP for CLI.

No. HPs cannot go on a frozen report. 

They can SP you if they code it as AR though.
