I should note that I do have a $10,000 CL GM Card from Cap1, started at $5k, kicked to 10k after 3-4 months, and that's where it sits a year later.
I don't "need" a higher limit on my Venture One, but it's one of my lowest credit limit cards and has not seen ANY advancement in 16 months - it'll probably get closed in my next round of thinning the herd - 19.9 APR is not exactly atractive either.
Capital One showed me 1k luv in 12 months so i took 3 more pulls and doubled my exposure to combine in a year. eh, it works.

A credit limit increase is currently not available upon request because Capital One is evaluating account activity at assigned credit limits. In case you need a little more clarity, we've included some additional information on a separate page. You'll see FAQs, common reasons that requests for credit line increases are declined, and useful suggestions on what you can do next. We hope you find this information helpful. If you have other questions, go to www.capitalone.com/creditlineFAQ . Sincerely, Capital One Customer Care Team
So according to Capital One, you're not using it enough. Are you charging it up to the credit limit several times a month and making large payments several times a month? That's how they determine your limit is not sufficient and will be likely to raise it.

I've never used more than $225 trying to follow the 30% rule until this month after they said I wasn't using it enough. Sadly I'm new to caring about my credit so I'm not sure how to maintain credit in order to build my scores.

I paid my insurance and cell bill on there and paid in full days later. Am I doing it wrong?
This is why you're not getting a CLI. Don't be afraid to run ithe balance up, and pay it down several times a month. You need to show them that the limit is insufficient for your spending patterns. If you can't afford to do this, then your limit is probably adequate.
You only need to worry about having your utilization under 30% if you are planning on applying for another credit card or a loan soon.
The best way to get a CLI from Cap One is to app for another card.
