Cap 1 QS Decline Letter Never Came?

Back when I applied for my DC card I applied for the quicksilver same day. I have the triple pull but a letter never arrived over a month later.

Back when I called the next day the agent said she would put my denial into a manuel review with a new pull but it never happened. Did Cap 1 just drop the ball or should I expect some random triple pull in a month?

My spouse recently was denied a Capital One card and his "denial letter" arrived in the form of an email from Capital One with a link to access a PDF denial letter.  Nothing came thru the USPS.
