I heard and can confrim this happening to me that they like heavy use on their cards. When you got the approvals, did you use the cards a lot in recent months? Try using it a lot for a couple months and then apply for the increase again.
Use it steadily, and request it in about 30 days. You may get it then, or you may have to use it for another month or two... Depends on what Capital One is looking for from you. Luckily, their requests are soft pulls, so you won't hurt yourself asking each month until you get it.

Should you pay down your balance before asking for a cli ? I use mine heavily but I was wondering if I should ask when the balance was low or does it matter ?

I believe this is a YMMV situation. I have seen people posting about getting CLI from having between 1-20% uti - I saw someone post a couple days a go they were at 65% and got there CLI. I am waiting until my August statement cuts and then I will try my luck. Good luck

So what counts as heavy usage? Can maxxing it out via BT's count? Or is it mainly just buying stuff constantly?
I've maxed my card out at least 7 times to BT's and always paid on time.
I've been trying forever to get a CLI on mine and I've gotten denied every single time. My accounts about 2 years old. I've gotten every ridiculous reason for denial you can think of. Some of the reasons are actually contradictory to my usage on my card so it doesn't make sense.
