So I hit the CLI request button with cap one and I got denied a CLI on my venture card. For the past year I have been carrying a balance from a BT and 0% apr. The reason I was denied the CLI was that my monthly payments are too low. As a point of reference my required payment each month is $25. I typically pay $200 a month (so 8 times the required min payment). The balance I am carrying now is around $390 on a 13k card. So I guess the datapoint is that if you are carrying a balance with a BT then you will not get a CLI unless you pay it off. Had I known that I wouldn't have bothered clicking the button. I don't use the card for new charges because of the BT and I was in no rush to pay it off because there is no interest so why not just pay it off over time.

yea I just did it again by mistake because I didn't see where the letters were going and thought they were not responding. Its clear they will not consider me with any balance from the BT left, so I will just pay it off next month and then put in for a CLI again. At which point I am sure they will deny me for not using enough of the credit line heh.
I think this is likely YMMV.
My own data point with Capital One CLIs indicates that BTs no longer 'count' as usage, so that might also be part of your problem.
My two QS cards were on the same CLI schedule, each usually getting $1k every six months. Last spring my QS Visa got the usual $1k, but the QS MasterCard was turned down due to lack of use... the strange part was, if you take into account a BT the MasterCard actually has more payments made than the Visa, yet they gave the Visa the CLI. Both accounts were PIF at the time of the request.
A few months later I tried again and it was granted, so it's easy to overcome (and I still didn't even use it that much... just 5-6 times a month for a few months). My take-away was that their algorithm like to see significant payments on charges from swipes... not BTs.
In contrast, 'back in the day' I was able to get very generous auto-CLIs from Capital One simply by taking advantage of no-fee BT offers them immediately paying them off... that's clearly a thing of the past, unfortunately.

Cap1 is being strange paid off both cards on 1/31 statement cut on 2/12 denied increase "Too many inquries" and denied combination not sure why i meet all teh requirements.
