Unless things have changed you only need 3. That's how I got them to finally grow my 2 quicksilver and ps card. Cycled them heavily for 3 months. Then I got better cards and stopped using them. I may throw them some heavy use to see if it sparks some growth.

Now that's a different strategy but, when it's time to move on and throw them to the SD you're in a much better position than before. I put down 6 months because that's the amount of required time between CLI's or new cards with Cap1.
I've got my Savor set to daily driver right now, so I'm thinking of leaving it there to see what happens with CLI's in the next few months.
Same just happened to me with Discover. I guess they didn’t think the annual charge for the center ice package was quite enough to merit increase. They’re probably right, but it still sucks to miss a free CLI.

Capital One is one of the few "smart" creditors out there that doesn't hand out unnecessary CLIs.

They keep turning down my CLI request for over a year now. $1.1K per month spend on a $13.5K limit is “Not enough usage” for them!
They just turned my down as well. I already have 16K and asked for 20K due to the fact that I closed my Home Depot card and wanted to replace some of the lost CL. They told me my income was too low compared to my financial obligations. Other than my mortgage I have no debt and don't carry any balances. I have always underreported my income as to leave room if there was ever any issues. I didn't really need the increase but it kind of shocked me as they gave me two previous increases instantly. This time it was the 2-3 day review process. Had I known that I probably would not have even applied.
