Cap1 qs CLI denial, weird denial reason

Last month I spent a total of a little of $2,000. I wouldn't mind a denial, I just thought the reason was a little weird

Ive gotten that  message before.

Cap1 and I have an agreement ..... I promise to use their cards once a month for a $20 purchase and they promise to keep my accounts open and reject all CLI request.  This has worked well for years
