Just a follow up to my earlier post, the pre-approval page for Capital One says they may not refresh your information if you have tried a pre-approval in the last two days, so I waited a few days, and tried the pre-approval for the Venture X again. This time I got a page that came back and said I was not approved to the number of new credit lines within the last 24 months and total revolving accounts. In my case, I think I opened 3 within the last 2 years.

I would agree with others that they can be sensitive to new accounts and also total revolving accounts. I can also confirm 2 cards is not a hard rule and it's profile depend. I have 4 Capital One cards and none are co-brands.
Capital One is always interesting. I'm inly able to get approved for the Savor for good credit (no welcome bonus) instead of the regular one. I have excellent credit so I assume it's because their algorithms think I'm a churner.
Yeah, they are very picky. I had trouble getting the Savor too. I did churn one of their cards, but I had the Quiksliver for many years. Back in the day, I used to use it all the time, but they never tried to upgrade it to compete with other cards offering 2% cashback or more, so I finally let it go.
