@bgleason94 I too think that it's your scores combined with past account performance. Those scores are low...even for Cap One...and the low scores probably just reinforce their reluctance to extend you credit at this time. 

I bet when your scores hit 600, there will be a more favorable response from them.

Similar thing happened to me last year. 

I had the Walmart card & a Platinum. Small limits, but a payment got returned on my Platinum, so they restricted both accounts. I've been making the minimums because I later found out that the cards are closed, so why hurry to pay them off? I DID pay off my Walmart card this month, & will pay the final balance on the Platinum next month. 

I'll be glad to not have the debt hanging over my head, but it's still annoying. I hadn't been late at all, except the returned and almost immediately rectified payment. 

At this rate, I'm not even sure I want back in with them.

Yes me lol. I charged off Cap one in 2016, paid them back, got another account in 2018, charged it off, paid them back. And now I am stuck on the forever blacklist. It's been 5 years for me. It's weird though my kohls card is capital one 🤷‍♀️ Also, my scores are in the 700s, but I do have 3 "accounts with adverse information", all scheduled to fall off this year. So let's see if Capital One will pre approve me after that.
