OP didn't say pre-qual he said pre-approved...
These are cards offered to pre-existing customers and are much more of a sure thing than a pre-qual according to Cap1 a 90% approval rate.
Cap One's prequal is usually pretty solid though.

Bank of America allows CL reallocations.
