Capital One PreQualified Preapproved Question, Could it be real?

I am helping my mom with her rebuild.

Back story; after about 8 months of my secured card I got the prequal congratulations for both quicksilvers and I got them both the same day. I am not sure how things have changed since a few years ago. I hear that now you need to wait 6 months for some things with them and that is why my question is explained as follows:

My mom applied for her secured 200$ card in January and today she has made 5 payments and will qualify for the increase any day now. Every month we tried to get a prequalified offer for her and non was given until tonight. Tonight it says she prequalifies for both quicksilver one and quicksilver. 

Her three burreau scores are 615, 614, 605 but with capital one's scoring model it says 579 in their credit wise system. When I got mine I had 585 in their system. She only has 1 inquiry for the secured card.

Do not want to go for it if she will get hard pulls but no cards.

What are the odds with less than 6months of credit history, a few medical old collections of 3years ago, and 5 cycles in to the secured card rather than waiting for the full 6 months. Are chances good on this one for both cards?

Anyone get approval within 6 months of getting the secure card?

With her low scores its going to be difficult to get any CC yet, for Cap1 wait till 6th statement before applying. I also was approved for Walmart CC when my score was as low as her's.

Tell her be patient, she is in the right track. Now its just time that is needed as you are working on cleaning rest of the file.

She has to have her current Cap1 card for 6 months. They won't approve a second card until that 6 months has passed.

The score that you see on Creditwise is a Vantage score. It's not the one that they are using for approvals either - it is a totally useless meaningless score
