My application for a Capital One QS credit card was declined because they could not pull my EX report (it is locked). Anyway they pulled the credit reports from EQ and TU and it is strange that they need the credit reports from ALL three credit bureaus and cannot decide based on two reports.
If this is the case, I am not sure whether I consider this type of application because I prefer to submit the credit card applications in a way to distrubute inquiries between three credit bureaus but not for all of them (anyway, the majorities pull from EX for unknown reasons and it is not easy to do this task).

This is standard operating procedure for cap one. I understand their reasoning because they tend to extend credit to less than ideal candidates vs discover/chase/citi/amex. I also have no idea why lenders are EX happy... I kinda feel as if it's due to EX being a little tougher on scores/reporting and maybe something to do with it being used in Europe also.
What was the reason you did not want them to see your EX?
Because the majority of the lenders use EX and I already have >15 inquiries on it (for TU and EQ I have only <4). My EX is ~30-40 score lower than the others. Therefore, I decided to lock it and after increasing the score, unlock it.
Cap One almost ALWAYS wants three pulls... thats their standard operating procedure... Id unlock the third if you can salvage the two HPs you already got....The GM Card is the only card i dont think requires 3 pulls from them .......(not including store cards from Cap One)....
You took the hit... you midas well take the third to see if you can convert it to a home run vs a complete strikeout....

EX score is 720 (TU~745). Does it have a good chance for acceptance if I unlock EX?
Is it possible to follow up via phone? In the decision letter, they mentioned only a written contact to their POBOX.
Here are also three Fico8 scores (EX=720, EQ=730, TU=740). What is the approval chance?
CreditKarma shows my approval is fair (Capital One® Quicksilver® Cash Rewards). Anyway, CreditKarma seems not very accurate in these estimations because of using VantageScore3 insead of FicoScore8.
An interesting question arises
If you refuse to unlock EX, can you have Cap1 remove the HPs to TU and EQ? After all, they pulled these reports and are refusing to use them.
