Capital One QS declined because Bureau information is unavailable?

It's not frozen technically but you can think of it as frozen.

If creditors cant pull your report, its frozen. Trying to get around Cap One's triple pull usually wont end well.

I thought you had asked about this before applying?  IIRC, other's stated you would be denied if they couldn't pull all 3 bureau's.

A freeze is specifically defined as preventing all access to reports including all monitoring tools. However I'm still able to view my own scores and see updates, it's just that lenders can't so it's not a freeze.
